Environment, Climate Change and Coastal Development Department organization functions and duties:

Powers and functions of officers Environment, Climate Change and Coastal Development Department:

Secretary:

(a) Assist the Minister, Chief Minister and Governor in formulation of Policy". Duties and functions of Secretary.

(b) execute the sanctioned policy, and orders passed by the competent authority;

(c) submit all proposals for legislation to the Cabinet in accordance with part VIII of these rules;

(d) keep the Minister generally informed of the working of the Department and important cases disposed by him;

(e) suggest a definite line of action while submitting a case for orders of the Minister;

(f) have the power to call for any case or information from any Department, Attached Department, Regional Office, or any other office;

(g) shall be the official head of the Department and shall be responsible for its efficient administration and discipline and for the proper conduct of business assigned to the Department.

Subordinate officers:

Instrument shall be signed by the Secretary, the Special Secretary, the Additional Secretary, the Deputy Secretary, the Section Officer to Government, or the Officer on Special Duty in the Department and such signature shall be deemed to be proper authentication of such order or instrument.

Matters relating to the Sindh Environmental Protection Agency

Protection, Conservation, Rehabilitation and Improvement of the Environment, the prevention and control of pollution, and the promotion of sustainable development through enforcement of Environmental Laws.

Matters relating to Coastal Development Authority

SCDA was established through an Act passed by the Sindh Provincial Assembly on Nov 29th  1994.

  • 1st Amended on 27th December, 2006
  • 2nd Amended on 18th May, 2015
  • 3rd Amended on 7th June, 2018
  • 4th Amended on 30th January, 2020

Overall development, improvement and beautification of coastal areas of Thatta, Sujawal  & Badin Districts.

 

Matters relating to Climate Change

As the Climate Change is cross cutting subject, hence the Government of Sindh had already notified a focal person on Climate Change in 13 relevant organizations / departments including Agriculture Department.

Thirteen organizations: 1. Agriculture Department, 2. Industries & Commerce Department, 3. Livestock & Fisheries Department, 4. Irrigation Department, 5. Forest & Wildlife Department, 6. Energy Department, 7. Transport & Mass Transit Department, 8. Provincial Disaster Management Authority Sindh. Rehabilitation Department, 9. Health Department, 10. Public Health Engineering & Housing Town Planning Department, 11. Local Government & Rural Development Department, 12. Environment Department and 13. Sindh Coastal Development Authority.

Environment Department has organized 03 orientation workshops for focal organizations on Climate Change, its impacts and Adaptation / Mitigation Actions with the support of P&D, WWF Pakistan, LEAD Pak and IUCN.

The Sindh Climate Change Policy – 2022 approved by Sindh Cabinet on 07th July 2022.
